Petition Regarding Planning Application PA/01552: Request for a Comprehensive Parking, Traffic and Community Impact Assessment Before Any Expansion at Foundation Site in Quinton Road West

Planning Ref: PA/01552We, the undersigned residents and supporters of the Quinton community, recognise the important role that faith and community organisations play in supporting local people and fostering community cohesion. However, we wish to express our concerns regarding Planning Application PA/01552 for the proposed extension at the Abrahamic Foundation site on Quinton Road West, which includes Zaytuna Masjid.
The existing use of the site, together with activity at nearby community facilities, already places significant pressure on local roads and infrastructure, particularly during periods of high attendance. Residents have reported a number of ongoing concerns, including insufficient on-site parking provision for current levels of use; vehicles regularly parking on grass verges, causing damage to public green spaces; footways and pavements becoming obstructed, affecting accessibility for pedestrians, wheelchair users, parents with pushchairs, and those with mobility impairments; residential driveways being blocked or access restricted during busy periods; traffic congestion on Quinton Road West, Dimmingsdale Bank, and surrounding residential streets; concerns regarding road safety for pedestrians, cyclists, and motorists; reports of anti-social behaviour associated with congestion and parking pressures; and noise disturbance experienced by some residents during busy periods, including from amplified sound and large gatherings. Residents have also highlighted that the nearby Sunna Masjid, which is a separate facility located behind the Abrahamic Foundation site, has limited parking capacity. At busy times, parking associated with both venues can extend along surrounding roads, including Dimmingsdale Bank, adding to cumulative parking pressures in the area. Our concerns are not directed at any particular organisation or faith community. Rather, we ask Birmingham City Council to ensure that the cumulative impact of existing activities on local infrastructure and residential amenity is fully understood and appropriately addressed before any further expansion is considered. We respectfully call on Birmingham City Council Planning Committee to undertake or commission an independent parking, traffic, and highway impact assessment covering the wider local area; review whether existing on-site parking provision is adequate for current and future demand; assess the cumulative impact of nearby community facilities and places of worship on local roads and residential amenity; consider measures such as improved traffic management, event stewarding, parking controls, enforcement, and sustainable travel plans; and ensure that any agreed mitigation measures are implemented, monitored, and demonstrated to be effective before determining Planning Application PA/01552. We believe that resolving the current parking, access, traffic, and amenity concerns should be the priority. Once effective solutions are in place and operating successfully, any proposals for future expansion can be considered fairly, transparently, and in the best interests of the whole community. We ask Birmingham City Council to listen carefully to the experiences of local residents while working collaboratively with community organisations to identify practical solutions that benefit everyone.
